Atari's celebrating 40 years of arcade classic Pong today by releasing ... another version of Pong. Pong World is being dubbed "the first-ever official new Pong game on iOS" (despite our search of the App Store dictating the contrary), but more importantly, it's totally free and it's already available on the iOS App Store (see gameplay below the break). The iPhone / iPad / iPod Touch game started life as one of many entries in Atari's "Pong Indie Developer Challenge," which pitted devs against each other for $50K and lead representation on the big four-zero celebration.

Soroptimist International of Parker is presenting their 32nd annual ?Kids and Christmas? program Saturday, Dec. 1. The event features the fifth annual ?Parade of Lights,? which starts at 6 p.m. The parade will follow Joshua Avenue, starting from 18th Street. The parade will end at the Parker Community/Senior Center at 12th Street and Laguna Avenue. Parade entry forms can be picked up at the Parker Area Chamber of Commerce.

Santa Claus will be on hand at the senior center immediately after the parade to meet with local children. Youngsters can have their picture taken with Santa.

Chinese AIDS patients fight hospital rejections

BEIJING (AP) ? Wang Pinghe wants the tumor in his liver removed before it becomes life-threatening. But the 28-year-old Chinese villager knows it will be hard to find a hospital that will do the operation ? because he has AIDS.

In China, hospitals routinely reject people with HIV for surgery out of fear of exposure to the virus or harm to their reputations. After years of denying AIDS was a problem in China, the country has significantly improved care for patients, but the lingering stigma sets back those advances.

"In my hometown, not a single hospital is willing to operate on people infected with HIV," said Wang, who traveled to Beijing from Runan county in the central province of Henan to try to draw the attention of central authorities to the issue by speaking to the foreign media.

"This is not discrimination by one single person but by an entire country," he told The Associated Press.

The stigma against people with HIV runs especially deep in China, from being unofficially barred from government jobs to being expelled from school.

Now, as more people rail against the myriad inequalities that plague Chinese society, people with HIV are becoming increasingly willing to assert their right to fair treatment.

One man recently claimed the spotlight by altering his medical records to hide his HIV-positive condition so he could get surgery for lung cancer. The man, who went by the pseudonym Xiaofeng, told state media he had been turned away by two hospitals.

His story sparked a firestorm of criticism directed at both the hospitals for rejecting him and the patient for exposing medical staff to risks they were not aware of.

"Xiaofeng was smart. When he felt that his life was in danger, he found a way to save himself," said Li Hu, a Tianjin-based activist who helped Xiaofeng and later publicized the case online. "But this way isn't good for anyone, be it the patient or medical workers. Now the question is: Can we find a way that is favorable for everyone?"

The incoming premier, Li Keqiang, was prompted to issue a statement saying that health facilities must not discriminate against people with HIV. During a meeting Monday with a dozen activist groups, he said such discrimination would be severely punished, according to Li Hu.

The disease is a sensitive issue for Li Keqiang, who was governor of Henan province in 1998 when tens of thousands of people contracted HIV from state-sponsored blood-buying rings with unhygienic practices. Activists have urged Li to acknowledge the government's responsibility for the disaster and provide compensation, with little success.

China has made significant strides in tackling the epidemic, with the AIDS mortality rate falling 64 percent from 2002 to last year. The government last year increased HIV treatment by 50 percent ? reaching three-quarters of the adults and children who require it, according UNAIDS.

An estimated 780,000 people have HIV in China. There has been an increasing trend of cases transmitted through sex rather than intravenously, with sex workers and gay men considered most at risk, said Guy Taylor, a communications officer for UNAIDS.

About 70,000 new cases were reported in the first 10 months of this year, largely through sexual transmission, as compared with about 93,000 for all of last year, the Health Ministry announced this week at a news conference ahead of World AIDS Day on Saturday.

With improved access to lifesaving drugs, people with HIV in China are living longer, which means more are seeking treatment for other ailments.

Chinese law bars medical facilities from refusing to treat people with HIV, but activists say discrimination continues because the law spells out no serious punishments. Many patients cannot afford the time and expense of taking hospitals to court.

In interviews with patients, their spouses and activists, The Associated Press found a half-dozen cases of people with HIV being turned away by doctors as soon as they declared their HIV-positive status or it turned up in routine pre-operation tests.

In Henan province, a county hospital refused to operate on wheat farmer Zhu Weidong's 45-year-old wife, who had cervical cancer. Zhu, who spoke on condition that his wife remain anonymous, said he had to take her to the provincial capital. Including travel and other expenses, the procedure cost 40,000 yuan ($6,500) ? a third more than at a local facility ? which Zhu had to borrow from relatives and friends.

Similarly, a 31-year-old civil servant in the central city of Chongqing said his doctor recommended a liver biopsy after he reported severe lower back pain, but declined to carry it out once he tested positive for the virus. The man ? who would only give his nickname, Xiaobai, out of concern he might lose his job ? said it was a year later when he finally was able to get a biopsy in Shanghai, and it showed he had lost half his liver function.

"I can't help but wonder if I could have found out a year ago and saved more of my liver," he said. "I worry about what I would do if one day I needed dialysis. What if I need a liver transplant?"

The China Alliance of People Living with HIV/AIDS, a Beijing-based network, said that a survey last year found dozens of patients being turned away by facilities throughout the country ? in some cases even leading to deaths.

"I feel that if a doctor refuses to treat a patient who is HIV positive, it is a crime akin to murder," said the group's coordinator, Meng Lin, who recounted being denied a CT scan by a Beijing doctor in September, after he told him he had AIDS.

Dr. Wu Zunyou, who leads the government's HIV/AIDS center, said he believes attitudes will change. He said Chinese health workers report about 700 cases of accidental contact with the every year and none have resulted in infections. He welcomed the public debate the Tianjin case triggered.

"The debate causes medical workers to think about the issue and health facilities to improve their management, so there should be fewer chances for such things to happen in the future," Wu said.

GOP senators propose Dream Act rival bill after Obama ?ignored current law? [VIDEO]

Retiring Republicans Sens. Kay Bailey Hutchison and Jon Kyl on Tuesday introduced a bill they argue corrects the problems with the Dream Act, legislation?aimed at providing a path to citizenship for young illegal immigrants that never made it out of Congress.

Hutchison and Kyl?s bill, the Achieve Act, differs from the proposed Dream Act by limiting?application?eligibility to?young?people who entered the country before the age of 14, instead of 16.

The Achieve Act also does not provide a special pathway to?citizenship?for illegal immigrants.

?I think ours is better than the Dream Act, because it doesn?t allow [illegal immigrants] to cut in line in front of people who have come and abided by the rules of our laws today,? Hutchison said.

?It doesn?t keep them from applying under the rules today, but it doesn?t give them a special preference before those who have waited in line for years to get into the citizenship track,? she added.

If young immigrants are?eligible?under the bill, which Kyl said was difficult to draft, they would receive a W-1 nonimmigrant visa to earn a degree or serve in the U.S. military.

?There were a whole series of, I would say, sort of technical problems with the way that theirs was drafted. ? We had to literally re-write a lot of the technical provisions of [the Dream Act],? Kyl said.

Florida Republican Sen. Marco Rubio, a rising star in the Republican Party who is often mentioned as a possible candidate for president in 2012, was instrumental to the Achieve Act, Kyl said. (RELATED: Rubio breaks fundraising record at Iowa governor?s birthday event)

?Sen. Rubio, one of his great contributions was this concept of these student and then work visas to just basically conform this to pretty much what the law is today,? Kyl said. ?You can get a student visa. You can have a work visa, and those give you significant rights being in this country.?

Kyl added that it was wrong for President Barack Obama to ?ignore current law? and unilaterally implement a deferred action program in August that mirrors parts of the stalled Dream Act.

?Those of us who strongly believe in rule of law believe that in our country, if you don?t like the law, change it or seek to change it, don?t violate it ? and for a civilian, that?s called civil disobedience. For the president, it?s called violating your oath of office, and we don?t think it?s a good idea,? Kyl said.

Not all young immigrants eligible for the president?s deferred action program would be covered by the Republican proposal.

FIFA, Brazil try to highlight healthy partnership

SAO PAULO (AP) - FIFA and Brazil World Cup organizers are trying to show unity in preparing the country to host the event in 2014.

FIFA is wrapping up an inspection tour of the host cities and will oversee the draw on Saturday for next year's Confederations Cup. There's also a board meeting of the local committee on Wednesday.

The activities come at a tumultuous time. Brazil is without a coach amid internal disputes at the federation. A local member of FIFA's executive committee was targeted in a police operation and some World Cup projects have been removed from the list of infrastructure work planned by the government.

Tighter deadlines are magnifying the challenges of getting Brazil ready for the Confederations Cup and 2014 World Cup. But FIFA and local organizers stress they are in sync.

"There's no problem with the relationship between FIFA and the LOC," FIFA Secretary General Jerome Valcke said. "We don't have a problem with the Brazilian government or with any of the 12 host cities. They are our representatives."

Soccer's governing body gave local organizers a big vote of confidence this month when it made an exception to approve the Confederations Cup with six host cities despite knowing that some stadiums won't be ready until just before the tournament in June.

"Two stadiums will be delivered in the middle of April, well behind schedule, though our technical team said everything was fine and we have to trust them," Valcke said. "The government has given its word the work will be finished and we have to believe people."

Valcke was responsible for igniting a controversy with the government this year after criticizing the country's preparations. FIFA President Sepp Blatter had to apologize after the government threatened not to deal with the secretary general.

But when Valcke was upset on Monday with the Rio de Janeiro government for announcing an exhibition at Maracana Stadium without FIFA's authorization, he was backed by Brazil's sports ministry.

Rio de Janeiro Gov. Sergio Cabral publicly announced that Brazil will face England to reopen the renovated stadium on June 2. However, Cabral didn't realize the stadium will be under FIFA's control from May 27 for the Confederations Cup.

"For the time being, we have not authorized the game," Valcke said on Monday.

The state said it will work with FIFA to try to gain permission.

Valcke said he was not worried about the police investigation of FIFA official Marco Polo del Nero, who was the vice president of the Brazilian federation and the president of the Sao Paulo state federation.

Police entered his home and checked information on his computers as part of a nationwide probe on the sale of confidential information and financial crimes. Thirty-three people were arrested, but Del Nero was only interrogated and denied any involvement. Police said the operation was not related to soccer, and Del Nero said he was questioned only because a company he hired for a personal business transaction was among those investigated.

Valcke called it an "internal" issue.

Del Nero was one of the top federation officials directly involved in the decision to fire coach Mano Menezes last week. The federation director who made the announcement, Andres Sanchez, said he was against the decision. Sanchez is expected to leave the entity this week, likely creating an opposing force to president Jose Maria Marin.

There is also turmoil in some of the host cities. The government in the capital of Brasilia this year removed an urban train project from the list of infrastructure work planned for the World Cup because it would not be ready in time. The same happened with a monorail project in the jungle city of Manaus.

Manaus also is considering changing its plans for the location of its Fan Fest venue because construction work may not be completed in time for the World Cup. FIFA had approved all the venues in April.

New York, New Jersey put $71 billion price tag on Sandy

(Reuters) - New York state and New Jersey need at least $71.3 billion to recover from the devastation wrought by Superstorm Sandy and prevent similar damage from future storms, according to their latest estimates.

The total, which could grow, came as New York Governor Andrew Cuomo said on Monday the state will need $41.9 billion, including $32.8 billion to repair and restore damaged housing, parks and infrastructure and to cover lost revenue and other expenses. The figure also includes $9.1 billion to mitigate potential damage from future severe weather events, Cuomo said.

Neighboring New Jersey, which saw massive damage to its transit system and coastline, suffered at least $29.4 billion in overall losses, according to a preliminary analysis released by Governor Chris Christie's office Friday. The preliminary cost estimate includes federal aid New Jersey has received so far.

By some measures, Sandy was worse than Hurricanes Katrina and Rita, which tore into the U.S. Gulf Coast in 2005, Cuomo said.

Sandy destroyed 305,000 houses in New York state - a still provisional number that's likely to grow - compared to the 214,700 destroyed in Louisiana by Katrina and Rita.

Sandy also caused nearly 2.2 million power outages at its peak in the state, compared to 800,000 from Katrina and Rita in Louisiana, and impacted 265,300 businesses compared to 18,700, Cuomo said.

While Sandy may have damaged more homes and businesses, Katrina took a far greater toll on human lives, killing more than 1,800 people directly or indirectly. Sandy, by comparison, is believed to have killed at least 121 people.

"Hurricane Katrina got a lot of notoriety for the way government handled -- or mishandled, depending on your point of view -- the situation," Cuomo said at a press conference.

But considering the dense population of the area Sandy impacted and costs to the economy, housing, and businesses, the damage done "was much larger in Hurricane Sandy than in Hurricane Katrina, and that puts this entire conversation, I believe, in focus," Cuomo said.

Sandy made landfall in New Jersey on October 29. It blasted through the Northeastern U.S., devastating homes, forcing evacuations, crippling power systems and shutting down New York City's subway system for days.

TAKING SANDY COSTS TO CONGRESS

The total cost to the region is still not known as estimates of the damage, as well as future repair and prevention costs, continue to come in from states, cities and counties.

New York City Mayor Michael Bloomberg said on Monday he will ask Congress for $9.8 billion to pay for Sandy costs not covered by insurance or other federal funds.

In a letter to New York's congressional delegation, Bloomberg said public, private and indirect losses to the city from the devastating late-October storm stood at $19 billion.

Of that, private insurance is expected to cover $3.8 billion, with Federal Emergency Management Agency reimbursements to cover at least an additional $5.4 billion, Bloomberg said in a statement.

The city still will need the additional $9.8 billion to help pay for costs that FEMA does not cover, like hazard mitigation, long-term housing, shoreline restoration and protection efforts, he said.

Whatever the final tally, officials are beginning to pressure Congress for federal assistance.

Cuomo met on Monday with the state's Congressional delegation and county officials. U.S. Senator Kirsten Gillibrand said in a statement that New York's Congressional delegation will push hard for additional federal funding.

"The federal government has a clear responsibility to commit all of the necessary resources to help us rebuild," she said.

Getting federal funds could be a tough fight, because of pressure on lawmakers to cut spending and raise taxes in order to shrink the federal deficit.

"This will be an effort that lasts not weeks, but many months, and we will not rest until the federal response meets New York's deep and extensive needs," said U.S. Senator Charles Schumer in a statement.

NUMBERS GAME

Cuomo's earlier estimates had pegged the total amount of damages for the region at $50 billion, with about $33 billion of that incurred in New York state.

In New York City, Bloomberg said on Monday that the city had about $4.8 billion of uninsured private losses, $3.8 billion of insured private losses, and $4.5 billion in losses to city agencies.

Reconstructing the city's damaged roads alone could cost nearly $800 million, Bloomberg said. New York City, a financial and tourism center, also lost about $5.7 billion in gross city product, he said.

Included in Cuomo's nearly $9.1 billion of mitigation costs are what he called "common sense" actions, like flood protection for the World Trade center site, roads, subway tunnels and sewage treatment plants, as well as power generators for the region's fuel supply system and backup power for health care facilities.

"We will see new projects," said Mysore Nagaraja, former president of the Metropolitan Transportation Authority's Capital Construction Co.

"In order to justify whatever money they finally end up getting, they have to come up with this list of projects that need to be done so that the future Sandy will not have the impact it had this time," he said.

Nagaraja is currently chairman of Spartan Solutions LLC, an infrastructure consulting firm.

NEW YORK -- Two years before the playoffs start in college football, the Southeastern Conference is staging a semifinal to determine who plays Notre Dame in the BCS title game.

Alabama (.9236) was second and Georgia (.8911) third in the BCS standings released Sunday. The Crimson Tide and Bulldogs play Saturday in Atlanta for the SEC championship.

Serbia seeks evidence against freed Croat generals

BELGRADE, Serbia (AP) ? Serbia asked U.N. war crimes prosecutors on Monday to hand over evidence against two Croatian generals whose convictions have been overturned, reigniting tensions between the Balkan wartime rival states.

Ante Gotovina and Mladen Markac were released this month by a U.N. war crimes court in The Hague, Netherlands, after it overturned their convictions for involvement in violence that drove thousands of Serbs from their homes and left hundreds dead during a 1995 Croatian military offensive known as Operation Storm.

In an unusual step, the Hague tribunal's chief prosecutor, Serge Brammertz, said at the time that his office was disappointed by the 3-2 ruling by the appeals judges.

On Monday, Serbia's war crimes prosecutors said they have asked U.N. prosecutors to hand over the evidence used during the trial of the two generals so they can consider whether to indict them in Serbia.

Gotovina and Markac are considered heroes in Croatia for their role in the 1991-95 war for independence from Serb-led Yugoslavia. Serbia has said it has opened its own investigation of war crimes committed during the offensive.

Croatian officials say they also will investigate the events, but not the two generals, who received state honors and a hero's welcome after being freed from detention.

Brammertz said recently that "evidence collected by my office will remain available to judicial authorities in the former Yugoslavia to facilitate national prosecutions for the crimes committed in connection with Operation Storm."

But legal experts say a retrial in Serbia or The Hague would only be possible if prosecutors find some dramatic new war crimes evidence against the two generals.

The U.N. judgment sparked fury in Serbia, where many see the tribunal as biased against them because the majority of the war criminals it has convicted have been Serbs.

Croatians viewed the acquittals of Gotovina and Markac as support for their claim that their nation was a victim in the Balkan wars.

Croatian President Ivo Josipovic said Serbia should not take out its anger at the U.N. court ruling on Croatia.

"The fact is that it is not Croatia that freed the generals, but that the highest legal authorities in The Hague decided that our generals are not guilty," Josipovic told Croatian state HRT television. "It's a matter of respect toward the international community and international law."

However, Serbian nationalist President Tomislav Nikolic reiterated that the judgment does not help reconciliation and jeopardizes his dialogue with Josipovic.

"It's not going well with Croatia," Nikolic told Belgrade daily Kurir. "He wants us to talk ? me as the president of a nation which has committed crimes, and him as the president of a nation which has not been convicted of anything."

"Croatians know that the crime committed during the Storm is awful, but they still celebrate because no one was convicted," Nikolic said. "They are a nation on a wrong path."

Despite the Serb anger, more than 6,000 Croats have joined a Facebook page in support of Gotovina ? a former French Foreign Legion soldier ? becoming the next Croatian president. The 57-year-old general has said he has no intention of pursuing a political career.

Another reason, says Dr. Wong, is a growth in the population of students who qualify for special education services due to better diagnostic processes. ?Because we have better tools for understanding the special needs that students have, there?s more students that are identified and therefore that creates a need for special programs, special classes, specialized teachers,? she says.

So what does this mean for Sacramento?

Inclusion Practice at SCUSD

In Sacramento City Unified School District, Director of Special Education Becky Bryant says there?s not a shortage of special education teachers overall, but there is a shortage in certain types of special education specialties, such as speech and language pathologists and occupational therapists.

Overall, Bryant says the amount of special education teachers they have is cyclical and will depend on the number of retirees they have each year and if there are new teachers coming to replace them. ?Because Sacramento is the capitol, we have a lot of people that kind of move in and out because they have to relocate or something,? she adds.

According to Bryant, SCUSD employs 260 special education teachers and serves 88 schools plus charter schools. She says there are resource specialist programs at all school sites, and throughout the district there are special day programs.

Bryant says SCUSD is in the third year of implementation of an Inclusive Practice program at six schools in the district ? C.K. McClatchy High School, California Middle School, Sutterville Elementary, Oak Ridge Elementary, Leataata Floyd Elementary, and Caleb Greenwood K-8 School. Through this model, says Bryant, students who would have been in a traditional special day class setting are now in general education, and the general educator and special education teacher co-teach together to provide instruction to all students in the classroom.

According to Bryant, Inclusive Practice helps teach students skills they will need when they become adults and enter into a diverse society, and it allows all students to learn together and be part of a community. ?It?s not about singling out students with disabilities and sending them somewhere else,? she adds.

Special Programs & Inclusion at SJUSD

Over at San Juan Unified School District (SJUSD), Dayle Cantrall, program manager for special education, believes that special education is a growing need because there is not always a pool of credentialed teachers at the ready to fill any holes they may have. ?When we have credentialed teachers, they usually end up in a job and they stay ? they don?t face layoffs like general education teachers do, they?re always in high demand,? she adds.

According to Cantrall, SJUSD currently employs 307 special education teachers, including speech therapists and adaptive PE teachers. She says there is at a minimum a half-time resource teacher at every school site, and some high schools have upwards to nine special education teachers at a school site. And special education students range from those that need speech therapy to specialized programs for severe autism and the deaf and hard-of-hearing.

Cantrall says recent changes in special education programs at SJUSD include specialized programming for severe autism students and a new transition center for kids ages 18-22 this year.

Additionally, there are specialized inclusion programs from elementary through high school on a few campuses in the district, says Cantrall. ?We have support built into the particular campuses, including increased number of instructional assistants,? she explains. Plus some campuses also have the capability for a special education student to attend the same school as their brothers and sisters through the support of ?roving inclusion teachers? and resources teachers.

What It Takes

To help ensure there are qualified special education teachers for California schools, Dr. Wong says one thing CSUS has done is advocate for an admission cycle for the special education credential program every semester. Additionally, faculty has been active in securing grants from the federal government to help candidates interested in pursuing the special education credential.

For those considering becoming certified to become a special education teacher, Dr. Wong suggests they look into it by doing some research and visiting some classrooms. ?I think people may have certain preconceptions about what it means to teach students with special needs,? she explains. ?I think if they were to visit some classrooms, they would really see some positive, exciting things happen and maybe find it?s something that attracts them.?

Bryant says they look to hire special education teachers who have a passion for kids in general, and a passion to work with students with disabilities. ?(We look for) people who have a clear understanding of how to manage a classroom, how to motivate kids, and who are really willing to work on creating relationships with kids,? she adds.

And Cantrall says if you have a calling to work with at-risk kids, you?re not afraid to collaborate, think outside the box, and do what?s needed to meet the best interests of that child?s needs ? go for it. ?We need people in special education who are not only dedicated to kids, but dedicated to paving the way so those kids can continue to learn in the least restrictive environment possible,? she says.

(AP) ? Authorities on Sunday planned to announce the cause of a natural gas explosion that damaged 42 buildings and injured 18 people in one of New England's largest cities.

The announcement was set for 1 p.m. at fire department headquarters in Springfield, where Friday's blast flattened a strip club, heavily damaged a day care center, shattered windows and scattered debris over several blocks.

Springfield Mayor Domenic Sarno was to join state officials in revealing the cause.

Investigators and cleanup crews returned to the blast-affected area Sunday morning. Police reported no problems related to the explosion overnight.

The explosion occurred at about 5:30 p.m. Friday, after authorities had evacuated part of the entertainment district while responding to a gas leak and odor. It left a large hole in the ground where a multistory building that housed the Scores Gentleman's Club once stood.

Gas workers venting a gas leak got indications that the building was about to explode and they ? along with firefighters and police officers ? ducked for cover behind a utility truck just before the blast, said Mark McDonald, president of the New England Gas Workers Association.

Most of the injured were in that group, and the truck that saved their lives was essentially demolished, he said.

"It really is a miracle and it's an example of our public safety officials, each and every day, putting themselves in harm's way, taking what could have been considered a very routine call of an odor of gas, but they took the proper precautions," State Fire Marshal Stephen Coan said. "And thanks to God that they did."

Sarno and Lt. Gov. Tim Murray were attending a tree-lighting ceremony when the explosion occurred. Sarno said some people mistakenly thought the boom was part of the holiday event.

Preliminary reports showed the blast damaged 42 buildings housing 115 residential units. Three buildings were immediately condemned, and 24 others require additional inspections by structural engineers to determine whether they are safe.

Columbia Gas of Massachusetts continued monitoring for potential leaks and kept at least 30 workers at the scene.

Springfield, which is 90 miles west of Boston and has about 150,000 residents, is the largest city in western Massachusetts. It's known as the home of the Basketball Hall of Fame, which is not near the blast site.

The city has been rebuilding from damage caused by a tornado in June 2011.

Obama and top lawmakers could produce an agreement that takes a serious bite out of the government's growing $16 trillion pile of debt and puts it on a true downward trajectory.

Or they might reach an accord heading off massive tax increases and spending cuts that begin to bite in January ? that's the fiscal cliff ? while appearing to be getting tough on deficits through painful savings deferred until years from now, when their successors might revoke or dilute them.

A deal that specifies where revenue would come from would lay important groundwork for next year's follow-up bill enacting actual changes in tax laws.

The biggest clash has been over whether to raise income tax rates on earnings over $200,000 annually for individuals, $250,000 for families. Obama wants to let them rise next year to a top rate of 39.6 percent but has suggested he would compromise. Boehner and other Republicans oppose any increase above today's top marginal rate of 35 percent. Instead, they advocate lower rates and eliminating or reducing unspecified deductions and tax credits. Settling that would resolve the toughest impediment to a deal.

Raising money from higher rates, closing loopholes or a combination of the two would create real revenue for the government. The problem is many tax deductions and credits , such as for home mortgages and the value of employer-provided health insurance, are so popular that enacting them into law over objections from the public and lobbyists would be extremely difficult.

With the price tags of tax and spending laws typically measured over a decade, delaying the implementation date can distort the projected impact of a change on people and the government's debt.

Even more questionable are assumptions that overhauling tax laws will boost economic activity and thus produce large new revenues for the government. Many Republicans and ideologically conservative economists contend that's the case, but most economists say there is no sound way to estimate how much revenue can be generated from strengthening the economy by revamping the tax system. Many believe the amount is modest.

SPENDING

A serious agreement should specify how much savings would come from entitlements, meaning those big, costly benefit programs such as Social Security and Medicare. It also should say how much would come from discretionary spending, which covers federal agency budgets for everything from the military and national parks to food safety inspections and weather forecasts.

Why the need for specificity?

Because spending for entitlements occurs automatically, accounts for nearly two-thirds of federal spending and is the fastest growing part of the budget. Discretionary spending has been shackled by past budget deals and, according to the nonpartisan Congressional Budget Office, is moving toward falling below 6 percent the size of the economy by 2022, the lowest level in at least 50 years.

A sincere effort to control expenditures would focus on entitlements, the true source of the government's spending problem. An agreement that envisions deep discretionary cuts risks a reliance on savings that future lawmakers could find unbearable and rescind.

Savings that come from weeding out waste, fraud and abuse, which sounds good but are difficult to find, or rely on one-time sales of federal assets should be treated with suspicion.

Deep cuts that take effect in the future, say after Obama leaves office in 2017, might be better than imposing them now and hurting an already weak economy by reducing spending.

But delayed cuts also open the door for Obama's successors and future Congresses to roll them back. In 1997, Congress voted for cuts in Medicare reimbursements to doctors; those cuts have grown so large that lawmakers now vote annually to restore the money.

Postponing the implementation of spending increases already scheduled to take effect, such as federal health insurance subsidies under Obama's health care overhaul, saves money upfront but makes no permanent changes that would ease future spending pressures.

Another debatable source of deficit reduction would be the hundreds of billions of dollars the Obama administration says the government is saving by winding down wars in Iraq and Afghanistan. While there is no question those expenditures are dropping, the government has run huge deficits while those wars were waged, so there's no money being left unspent as those wars end.
